Star Ratings for Nursing Homes

How does a facility with a two star rating on staffing get to be a five star facilty ???? We feel if their star rating on staffing is low, it is not possible to be a five star facility. We want to see this changed that no facility is five star without proper staffing! This is the system for detmining ratings, you deceide if it is a good system.
