Why NO ATTEMPT to Give Long-Term Residents LEAST RESTRICTIVE ENVIRONMENTS??

The CDC has said they don’t have proof of re-infection. They won’t test after someone has had COVID as they will likely test positive even though they are not contagious. So, these residents that had COVID were the least risk after having it, WHY were they kept in the most restrictive environments and DENIED visiting or going on much needed medical appointments outside the facility. Someone needs to answer and be accountable for this!
